Marijuana has yet to have a reported fatal overdose (DEA,
2017). The Cole Memorandum, created in August 29, 2013 by the United States
Deputy Attorney General James M. Cole (during the Obama president) was repealed
in January 2018 by Attorney General Jeff Sessions (during the Trump
administration; CNN and NY Times 2018). Specifically, the Cole memo directs
federal prosecutors to focus more on enforcing laws and regulations against trafficking,
sales to minors, etc. and to leave states that have legalized marijuana and
their regulatory system alone. However, Jeff Sessions believes that marijuana
is “the root of many of society’s ills”. (NY Times, 2018). As a result,
Attorney General Jeff Sessions is persistently advocating to provide
prosecutors with more freedom and more leverage to implement federal laws
against medical marijuana, especially in states that have already legalized
medical marijuana (NY Times, Washington Post, CNN, 2018).
